First, for your safety

Do not start the engine of a car that has been in water. It can cause breakdown or fire. Please do not start it even just to check whether it still runs.

Stay away from electric vehicles (EV), hybrids (HV) and PHEVs. There is a risk of electric shock. Do not touch the body, the charging port or the orange cables, and do not try to remove the battery yourself.

If the car must be moved, do not drive it. Ask a towing company or another professional. If possible, keep it outdoors and away from buildings.

Take photos before you clean up

Photograph the outside of your home from all four sides, the water marks left on the walls (hold a tape measure against them so the height is clear), each room, and the household goods that were damaged. For your car, photograph the whole vehicle and the interior. These photos become the evidence for everything — the damage certificate, insurance, and tax reductions.

Take the photos before you wash the marks away. Once you start cleaning, nothing is left to show how bad the damage was.

When you apply for a damage certificate (り災証明書 / risai shomeisho), you need photographs of the damage: the whole building, and the damaged parts.

Apply for a damage certificate (risai / hisai shomeisho)

The risai shomeisho (り災証明書) is a document in which your municipality officially certifies how badly your home was damaged (large-scale partial destruction, partial destruction, and so on). You will need it when you apply for reconstruction support payments, various loans, and reductions in taxes and insurance premiums.

If something other than your home was damaged — for example your car — you can apply for a hisai shomeisho (被災証明書).

You will need the application form, a copy of your identification (driving licence, My Number card, etc.), and photographs of the damage. Online application through Mynaportal may be available. Please check at the counter.

Contact your insurance companies (fire insurance and car insurance)

If your fire insurance includes flood cover (水災 / suisai), the damage to your home and household goods may be covered. For your car, please check whether you have vehicle insurance (車両保険).

Emergency repairs to your home (under the Disaster Relief Act)

Up to 739,000 yen (total destruction / large-scale, medium-scale or ordinary partial destruction); up to 358,000 yen (minor partial destruction)

Under this scheme, the municipality asks a contractor to repair your home, based on your application. It covers only the minimum repairs needed for daily life — roof, walls, windows, kitchen, toilet.

When you apply you must provide an estimate that you obtain yourself from a repair contractor, together with your damage certificate and photographs of the damage.

Apply before the work starts — you cannot use this scheme if you repair first. Also, if you use this scheme you may lose the right to have the building demolished at public expense later. If your home is badly damaged and you are considering rebuilding, talk to 習志野市役所 before you begin. Eligibility: households with damage of minor partial destruction or worse, who do not use emergency temporary housing; for medium-scale, ordinary and minor partial destruction, you must also lack the means to repair it yourself.

Demolition and removal of damaged buildings (self-funded demolition)

There is a scheme called “self-funded demolition” (自費解体), in which you contract a demolition company and pay for the work yourself, and the city then reimburses the owner for the demolition and removal costs.

If you use the emergency home repair scheme, you may not be able to use demolition at public expense. Please be careful about the order in which you do things.

Emergency risk assessment of buildings

This is an inspection of the condition of a building to judge whether it can be used for the time being — whether you can keep living in it, or should evacuate. The result is shown on a notice: green (inspected), yellow (caution required) or red (dangerous). It is dangerous to enter a building marked red.

Livelihood Reconstruction Support Payment (national scheme)

Up to 3,000,000 yen (basic payment plus additional payment)

A payment made to households whose basis of living was severely damaged.

Households with total destruction, demolition, or long-term evacuation receive a basic payment of 1,000,000 yen, plus 2,000,000 yen if they build or buy a home (3,000,000 yen in total), 1,000,000 yen for repairs (2,000,000 yen in total), or 500,000 yen for renting (excluding public housing) (1,500,000 yen in total).
Households with large-scale partial destruction receive a basic payment of 500,000 yen, plus 2,000,000 yen for building or buying (2,500,000 yen in total), 1,000,000 yen for repairs (1,500,000 yen in total), or 500,000 yen for renting (1,000,000 yen in total).
Households with medium-scale partial destruction receive 1,000,000 yen for building or buying, 500,000 yen for repairs, or 250,000 yen for renting.

For one-person households, each amount is three quarters of the above.

Whether this scheme applies to this disaster depends on an official notice from Chiba Prefecture. As of 18 August 2026 we have not been able to confirm that notice. If you obtain your damage certificate first, you can apply as soon as the notice is issued.

Chiba Prefecture Livelihood Reconstruction Support Payment (prefectural scheme)

A payment made by Chiba Prefecture, according to the degree of damage, to households that cannot receive the national payment under the Act on Support for Livelihood Recovery of Disaster Victims.

Housing damage payment: 1,000,000 yen for total destruction or demolition after partial destruction; 500,000 yen for large-scale partial destruction.
Housing reconstruction payment: for total destruction, demolition after partial destruction, or large-scale partial destruction — 2,000,000 yen for building or buying, 1,000,000 yen for repairs, 500,000 yen for renting (excluding public housing). For medium-scale partial destruction — 1,000,000 yen, 500,000 yen and 250,000 yen respectively.

For one-person households, each amount is three quarters of the above.

Eligible households are those affected by a natural disaster that the Governor of Chiba has decided to cover. Please confirm at the counter whether this disaster is covered. Even if you cannot use the national scheme, you may be able to use the prefectural one.

Disaster Condolence Payment

5,000,000 yen if the person supported the household; 2,500,000 yen for others

Under the Act on Payment of Disaster Condolence Money, this payment is made to the bereaved family of a person who died in a disaster in which five or more households in the city lost their homes.

The order of entitlement is: spouse, child, parent, grandchild, grandparent.

If none of the above exists, a sibling who lived with the deceased or shared their livelihood may receive it. If a disaster disability payment has already been made, that amount is deducted.

2,500,000 yen if the person supports the household; 1,250,000 yen for others

Under the Act on Payment of Disaster Condolence Money, this payment is made to people who suffered a severe disability in the disaster — for example loss of sight in both eyes, loss of chewing and speech function, severe impairment of the nervous system or internal organs requiring constant care, or loss of both arms or both legs.

Emergency Small-Sum Loan (loan for living expenses)

Up to 100,000 yen, interest free

A small loan for low-income households, households with a disabled member, and elderly households, when maintaining their livelihood has become difficult urgently and temporarily. Repayment starts after a grace period of up to two months from the loan, and must be completed within twelve months after that.

No joint guarantor is required.

In large-scale disasters, national measures may temporarily widen the range of eligible households and extend the grace and repayment periods.

Workers' accident compensation (if you were harmed at work or commuting)

Under the Industrial Accident Compensation Insurance Act, if a worker is harmed during work or while commuting, the worker or the family can receive benefits from workers' accident insurance (treatment, medication, survivors' pension or lump sum, and so on).

Special national tax measures (income tax relief, extended deadlines, deferred payment)

If it is difficult for you to pay national taxes, the following measures are available.

・Extension of filing and other deadlines
・Deferral of tax payment
・Reduction of income tax and other taxes
・Special treatment of gift tax on funds for acquiring a home
・Refund of automobile weight tax for damaged vehicles
・Exemption from stamp duty on contracts for the transfer of real estate

If your home or household goods were damaged, you can reduce all or part of your income tax by choosing, in your tax return, whichever is more favourable: the casualty loss deduction (雑損控除) under the Income Tax Act, or the reduction and exemption under the Disaster Relief Tax Act.

The tax office can calculate both for you so you can see which is better. The casualty loss deduction covers not only damage to your car and household goods, but also disaster-related spending such as waste disposal, disinfection and repairs. Keep every receipt from contractors.

Special prefectural tax measures (reduction, deferred collection, extended deadlines)

If you suffered major damage in the disaster, relief measures are available for prefectural taxes such as real estate acquisition tax and individual enterprise tax: reduction, deferral of collection, and extension of filing and payment deadlines.

Beware of fire and electric shock from a flooded car

A car that has been in water can catch fire later, even if it looks fine. Do not start the engine. Please do not start it even just to check whether it still runs.

In electric vehicles (EV), hybrids (HV) and PHEVs, water that gets into the lithium-ion battery can cause an internal short circuit and start a fire. Do not touch the body, the charging port or the orange cables, and do not try to remove the battery yourself.

If the car must be moved, do not drive it — arrange a tow truck. If possible, keep it outdoors and away from buildings.

The source cited concerns the risk of fire when lithium-ion batteries get wet. We will confirm a primary source for “do not start the engine” (from the automobile industry association, JAF, or the Fire and Disaster Management Agency) at the next update.

If your car was damaged, you can apply for a hisai shomeisho

The risai shomeisho (り災証明書) certifies damage to your home, but if something other than your home was damaged — such as a car — you can apply for a hisai shomeisho (被災証明書). You can apply for it together with the risai shomeisho. It may be needed for tax reductions and other procedures.

You will need the application form, a copy of your identification, and photographs of the damage (the whole item and the damaged parts). For non-residential property you will also need something showing ownership, such as a copy of the registry.

Refund of automobile weight tax (if you scrap the car)

If you carry out a permanent deregistration on the grounds of dismantling, or file a dismantling notification, for a car that has reached the end of its use, you can receive a refund of automobile weight tax in proportion to the remaining validity of the vehicle inspection certificate.

The refund application form is part of the same form as the permanent deregistration application and the dismantling notification, so you apply for it at the same time as those procedures.

If you have not yet deregistered or filed the dismantling notification, do those procedures and the refund application together at the Transport Branch Office covering your number plate. Relief donations (we are checking whether collection has started)

Relief donations (義援金 / gienkin) are a system in which donations received are delivered to disaster victims through a distribution committee made up of the Japanese Red Cross Society, the authorities and others. Distribution is normally guided by the damage classification on your damage certificate, and in many cases you are contacted without having to apply. Please obtain your damage certificate first.

As of 18 August 2026 we have not been able to confirm that collection of relief donations for the August 2026 Chiba Heavy Rain has started. Neither the Chiba branch of the Japanese Red Cross Society nor the Chiba Community Chest listed this disaster on their pages. We will update this page as soon as we can confirm it.

Beware of dishonest repair companies and unlicensed waste collectors

After a disaster, damage caused by dishonest repair companies and unlicensed waste collectors increases. Even if you are approached with an offer such as “we can repair it for free using your insurance money”, do not sign a contract on the spot.
